Union Meeting Minutes for 8 MAR 2010

For those of you that do not get the Technician here is a little blurb of the Article:
On December 9, 2009 President Obama issued an Executive Order requiring federal agencies to establish "labor-management committees or councils at the levels of recognition" of collective bargaining units. The purpose of these forums is to allow employees and their union representatives to have Pre-Decisional involvement in ALL workplace matters to the fullest extent practicable.
Pre-decisional consultation is required on All workplace matter without regard to whether those matters are negotiable subjects of bargaining under 5 U.S. C. 7106. The President's order also requires that consultation occur BEFORE the point in time that a collective bargaining obligation may be triggered. The obligation to bargain over changes in working conditions arises only when the agency actually purposes changes, but the consultation obligation created by the President's order requires "pre-decisional involvement" of union representatives "to the fullest extent practicable". This means that union representatives must be consulted well before an idea for change becomes a proposal.
"By March 9, 2010 agencies must prepare a written plan for implementing the President's order. The plan must be developed "in consultation with union representatives".
As of March 8, 2010 Dave Kosmopolis notified HRO of this.
The summer party will not take place this year due to all of the deployments. But ideas of a golf outing at $20.00 per person was brought up. Or maybe an outing to the Grizzly games. Please let one of your stewards know if you would be interested in either one of these ideas.
At this time we will NOT be opening negotiation. There is no compailing need to at this time.
The ACT's 50th Anniversary celebration will be held in Baltimore from 14-19 August 2010.
